Most likely cause is Acidosis.
Let me explain: 
Air hunger or labored breathing or
sighing could occur when the
body is in an overly acidic state called acidosis. It can occur when someone is
burning fat as a primary source of energy, called ketosis, or in diabetes
(ketoacidosis).

There's another case where someone can develop this symptom: when
someone consumes too much sugar. In this case, the condition is called lactic
acidosis.
Diet:
If you have additional symptoms besides air hunger, you may also have hypocalcemia (too little calcium in the blood).
*Adrenal & Cortisol Support (supplies your body with vitamin B1,
other B vitamins, and adrenal support) helps to reduce lactic acidosis.
*The diet should always consist of large amounts of vegetables, which
cleans out the acid waste products. Often, if one cannot EAT large quantities
of vegetables due to feeling bloated, or experience acid reflux this could be a
strong indication of a lack of Hydrochloric Acid (HCL) and the appropriate
